Morgan Tsvangirai, Zimbabwe’s prime minister, boycotted the unity government three weeks ago, but has gone back to work in the country’s unity cabinet to try to work out difficulties. Tsvangirai had walked out because, he said, the country’s president, Robert Mugabe, had not implemented a power-sharing deal they had worked out after a disputed election, and had jailed members of the MDC opposition, most notably deputy agricultural minister Roy Bennett.
